The Collapse of the 28-Point Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are fought: positive announcements are released from multiple capitals. Immense energy is allocated on restraining particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the key method for achieving "resolution".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from across the border, a capacity afforded by up-to-date information. From vantage locations, defense planes that had been dispatched to intercept incoming aerial threats flew past – sophisticated military planes supplied to Ukraine by European allies.

Shortly after, Kyiv's missile defense thundered: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by Western nations. Every launch shakes the surroundings, shaking the windows. The moment of terror quickly gives way to grim resignation: perhaps the approaching threat won't strike its target this time, preventing destruction from ruin and additional electricity failures.

Ongoing Risks

Following this, a heavy machine gun opened up on a unmanned aircraft close by, part of a defensive team – probably imported technology. Regrettably, the projectiles didn't strike the hostile drone – it continued its flight toward its objective.

Periodically, this persisted until dawn. Kyiv faced the morning news: several casualties, devastation and heating outages in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – living the war. But those 24 hours demonstrated Ukraine's vital need on external assistance – a dependence that neighboring countries are demonstrably unable to substitute in the near term.

Unsuccessful Negotiations

The detailed framework from US administration sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.

Every new initiative from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually secure success. This pattern will, no doubt, continue.

Political Considerations

It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a assumption well known to experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The White House assumes that it is impossible to pressure the Kremlin to relinquish the land that it presently holds in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, US leadership does minimal to discourage Russia, through diplomacy or military means, from assuming that the status quo will not change more in its advantage in the near future.

Divergent Views

Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is close to zero. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a total frontline collapse until circumstances change in its benefit.

Current Realities

Factually, there are no real preconditions for a truce. Now, personal considerations are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their mission will now be considerably more difficult after recent developments, it remains very improbable that this will modify their basic position.

These two forces are guiding negotiations.

Summary and Prospects

It took a only one week to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, current information leaks, all served their function.

While new plans based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, mainly require sustained allied backing.
